Texas is asking for legislators to take action to fulfill the promise of
The State Integrity Act
Resolved,
Ø Whereas the purpose and intent for the creation of Law and Government is to secure the Right of the Individual to have Law protect the Individual from arbitrary and capricious rule by government actors and its agents, jointly and severally;

Ø Whereas government actors have a legal and fiduciary duty to know our Texas Constitution, and Laws of our Legislators made in pursuance thereof, that apply, directly or indirectly, to the functions they perform at public expense;
Ø Whereas a person license to be a public servant, by election, appointment or hire, assumes a professional duty to know the functions, mandates, and prohibitions the law imposes on their position of public trust with acceptance of every paycheck funded by our public treasury, or be strictly liable for violations of the law;

We, the members of the 81st Legislature, by this Act establish a State Integrity Unit to police, supervise, and enforce the laws that regulate the conduct of individuals who receive compensation from our Texas Public Treasury. This agency shall prosecution the civil and criminal laws established in our Texas Constitution and in Statutes by our Texas Legislature if violated by public servants employed by election, appointment, or hire.
This act is necessary for compliance with the mandate of our Texas Constitution, Section 10 of Article 16: “The legislature shall provide for deductions from the salaries of public officers who may neglect the performance of any duty that may be assigned them by law”, as well as the spirit and intent behind the very purpose for the creation and existence of our Texas Constitution. Section 1 of Article 16 imposes a fiduciary and legal duty upon all elected and appointed officers to preserve, protect, and defend the Constitution and laws of the Untied States and of this State.
In a civil society, it is impossible to preserve, protect, and defend the law by violating the law. Public Servants have a duty to know the law that governs the functions of the position for which they are paid to assume, and to be law-abiding. Public Servants, regardless of the Title given to the position, must set an example of respect for the authority of the Law of our Land. Public servants who hold positions requiring a professional license shall be required by this act to have proof of financial responsibility or liability insurance to insure victims of malfeasance, errors or omissions, will have restitution for their private property taken, damaged, or destroyed, without resorting to the public treasury to indemnify of their god-given, natural, common-law right as a human person and as a Citizen of Texas.
